I am an Indian Citizen and an Engineer by profession. Two years before I contacted an Advocate, Barrister & Solicitor in Montreal, Quebec, Canada to deal with my Canadian Immigration.
Unfortunately the Immigration rules changed such a way that only Managerial Level candidates can apply. I had sent Rs. 40,000 to him for the processing. I asked him for the refund of my hard earned money. But he refuses to pay saying he paid almost 47% income tax (for which he is not sending me any proof). Also for the processing he had just send me a questionnaire which I filled. Right now he is arguing that initially he told me that the money is not refundable and he told me about danger of rule change etc. I have never signed a contract with him saying fees are non-refundable as all letters were sent through e-Mails.
As a summary of the matter, this Immigration representative is having my money without applying for my immigration and also not ready to refund.
Could anybody be able to advice me on how to go forward with filing a complaint against this representative. I have sent many emails through Quebec Immigration website but no response yet.

you are dealing with a private agent, he has nothing to do with Canadian immigration department
you should have applied yourself with out using an agent

If you remember this it will help next time, I don't care WHO you send your money to ANYONE and you should get a refund, 1 of 2 things will happen, you will fight like hell to get it back, the person you sent it to knows sooner or later you will give up, or you will not get it back. And I again don't care who it is. Just fighting the phone company for a refund is next to impossible. Most of any companies anymore I am sure and it seems like this is what they are saying....."We can overcharge them if they do not pay we will cut their service off, we know its our mistake but PAY us first, then you fight like hell to get it back, I spent over 2 hours on HOLD the other day with just the stinking phone company, I finally had to get off the phone, I will never get back my deposit, they just shove you around and give you other phone numbers to call, knowing it won't do you one bit of good. If you think about it, it will cost you more to get it back, the person that should help you will screw you over costing you more money.

You can try a complaint to the Quebec Bar Association (google it). You are unlikely to get a response from Immigration Services as they are not responsible for private agents.

I think you got scammed and I'll bet the address you sent your money too is not even real. At least not any more.
