Last year I had an injury of my knee.Went to my Doctor then to a Specialist.I had X-rays on my knee then MRI and THE Specialist even had a date for surgery. After I realize I could not afford this surgery I went to a Lawyer and filled a Work Compensation Claim. The claim was denied after 8 months. My Health Insurance company did not pay the bills till late August 2010.Now my service Provider want me to pay a FINANCE[late] Charges on this bills even it is not MY fault that the Insurance Company did not pay them on time.
Who need to pay for this Finance charges-Me or the Insurance Co.?

I didn't know that they would put finance charges on bills paid by insurance. Honestly in my opinion the service provider should not charge you the fees. If they insist on collecting the fees i would tell them to take it up with your insurance company. Reason: as soon as the insurance company paid the bill they acknowledged that you had held up your end of the contract (paid premiums, etc.) and paying the the bills was their responsibility. So because they failed to hold up their end of the contract in a timely manner as you paid premiums i feel they should have to deal with the finance charges.
My recommendation here is to contact your lawyer because im sure your policy excludes payment of finance charges by the company. However if it is directly their fault i feel they should take care of it willingly themselves.

You.
You, not the health insurance company or anyone else, are responsible for getting the bill paid on time, somehow, and for paying it on time, yourself, if the health insurance company is not going to pay on time, for any reason, even if it is their fault. After you pay on time, you can get reimbursed by the health insurance company. If you do not pay on time, then the only thing that the health insurance company has to do is to pay the amount that the bill would have been if you paid it on time.

You pay it.
The provider is not required to give you an interest free loan, until you've found someone else to pay the claim.
