I am trying to switch insurance because I recently got married. The new insurance company won't add me to my husbands policy until my current insurance closes the claim that made a year ago. I called my insurance to tell them to close the claim and they won't. Is this legal?

If there are outstanding issues regarding the claim then the claim cannot be closed. If there were any injuries then it could be several months more before the claim can be closed, depending on the circumstances. However since you did not give any details on the claim no one here can say for sure whether this is an unusual amount of time or how much longer until the claim is closed.
