How many more children will suffer the fate of Hannah Poling before that happens?

Id — following which she suffered a catastrophic breakdown in brain and bodily functions, regressing in language and social development and with persistent gut problems.
The court ruled that the vaccinations CHILD received on July 19, 2000 significantly aggravated an underlying mitochondrial disorder, which predisposed her to deficits in cellular energy metabolism, and manifested as a regressive encephalopathy with features of autism spectrum disorder.
…The November report said Hannah's vaccine reaction had 'manifested' as early-onset brain disease, with 'features of autism spectrum disorder.' But the February report is more blunt. It says that Hannah's vaccines 'caused' her 'autistic' brain disease."

Can not answer the question, I was just lucky enough to have a pediatrician who always did half doses of all vaccines needed and never more then two at any time. He knew more then 20 years ago what they could do.. guess some care more about the money then the patient.

It costs too much money and the individual families don't have what it takes to cover the charge. Particularly the lower income families and there is a vast amount of that in the public system. Far outweighing the rich. The rich don't want to pay for the health of 99% of the population.
It just costs too much altogether and no is willing to cover the cost by decision or by lack of funds.

The short answer to your question, "Why aren't we pre-screening children for pre-existing conditions that increase risk for vaccine injury (2nd Q)?" is because while doing so might be in the best interest of the children, it would cut into the profit of our unethical, profit motivated healthcare industry.

Why Vaccinate at all? At 9 the sugar cubes came around 1 dose that's all made me violent first & then violently ill. Possibly a seizure. My parents refused to expose me to any further inoculations. I have had all the childhood illnesses and lived through them just fine.Natures Way.No more unusual symptoms The brains of science failing us once again & the globalist taking advantage.

Maybe because pre-screening will prove that the child is at risk of injury. Or maybe pre-screening is a waste of time and resources. Or maybe such methods are ineffective.

I would e-mail and call the senators and Reps in your state and even the state Health department and make sure they know you are documenting it. Wouldn't hurt to do the White House also. You never know it might work, but it makes sense. Take care
