I was in an accident back in Nov. 2006, the guy who hit me gave me expired insurance information, my car was totaled, I only had liability coverage and now i'm left without a car. The value of my car is under $ 5000, so i know i can take him to small claims court. The only problem is i've tried mailing him certified letters of my bills but he wont sign them & they stay unclaimed at the post office. I don't know what to do with this matter. What do you suggest???

It depends upon the rules of the court and the statute of limitations in your state. However, if you're less than a year since the accident, it's highly unlikely that any statute of limitations has run out.
If he was at fault and if you have adequate proof of damages, you should move ahead with your case.
