Yes, if someone else was involved. If you hit a tree in your yard, no. Otherwise, yes. And if the accident caused over $ 500 worth of damage you are required to notify the police in Washington.

Well, off hand I can think of a half dozen scenarios this could be referring to, and in every last one of them the answer is "Yes, it needs to be reported."
