My car was hit by another vehicle.  We pulled over to the side of the road & swapped information, but didn't make a police report.  The information I received regarding the other party's insurance was invalid (so she probably doesn't have any).  I filed a claim with my insurance company and they couldn't get a hold of the woman that hit me so I paid my deductible and got my car fixed.  Now, I want to file a claim with the small claims court for my deductible.  Can I win this case with nothing to prove that this woman hit me?  All I have is pictures of the damage and my word and story of what happened.

Yes, it is possible. The burden of proof in small claims court is much less than a criminal trial.
 
 It will come down to whose testimony is more credible.

Your chances of winning are good.... the other person will have to tell the truth or lie.... and if they lie the judge will know and your case then is very strong.
