My friend is have a little issue here... this is her story :)
So that my rate does not go up?
i was invovled in a car accident and i left a tiny scratch on a girls bumper that was about an inch long.. i immediately told her about it and she said dont worry about it and did not want to call the police and would not take my insurance information... now she showed up at my house with a HUGE scratch on her bumper and all these swipe marks and is trying to tell me i did that damage to her car when in fact i know that i did not. she turned it into my insurance company and now my rate will probably go way up especially because im only 17.. and have only had my license for 4 months. is there anyways she can call the insurance company and cancel the accident claim so my rates dont go up and i can just pay her cash for the damages?

Settle it with your current insurer and see how much the rates go up (they will probably try to put the screws to you), and then shop around for a different insurer who will likely be a good bit cheaper and switch.
Also ... drive more carefully and choose better friends.

She can always call your company and withdraw the claim, if you can persuade her to do that. The claim might not increase your rates, though, depending on its total amount, and some companies do forgive the first accident; you'd have to check with yours to be sure.

Hang on, hang on don't worry!
Think of it like this, your friend has knocked another car & put a "tiny" mark on the bumper, you'd expect her car to therefore be the same or similar right? So if this girl turns up later at hers with the same car & there is a massive scratch on it etc don't you think therefore there would also be significant damage on your friend's car. Obviously there is not because your friend didn't cause that damage! Get your friend to explain what has happened to her insurance company. They will send out an assessor who will of course after looking at both cars verify that your friend's car did not do the damage. This is quite a common thing where people try to do this, don't worry though because they get caught most of the time! Especially in a case like this where your friend's car blatantly hasn't hit this girls car hard enough to warrant the extent of damage.

Get this....my car was bumped in a parking lot. I called my insurance agent to see what I needed to do. Since my deductible was more than the cost, I did not file a claim.
My premium went up because I had an "incident' report.....no claim, no money but merely asking a question caused a premium increase from State Farm Insurance..that was State Farm Insurance. did I mention it was State Farm Insurance?
By the way, I am 63 years old and State Farm Insurance has never never never paid a claim for me ..never never never but they sure raised the premium
