Read your policy. See what it says.

There is a one year time limit. But time limits vary by state. You have nothing to worry about. Just call your insurance company and put in the claim. Make sure you let them know the other driver apologized and there was no damage. I guess since the other driver apologized that it was the other drivers fault? Just call you agent or company and let them handle everything. Do not call the other company that sent you the letter. Just call in the claim and give a copy of the letter to your insurance company.

They will handle everything. That is what you pay them to do. They are the experts.

"Somebody" is wrong.

Notify your insurer today. They'll defend you and handle the claim for you. You're fine. They'll ask why you waited, you'll tell them because there was no damage, the other driver apologized, and you both walked away.

No biggie. Happens all the time.

There may be a time limit but it would be 90 or 180 days. 12 days later you are ok to file the claim.

If you are in India, the type of claim referred by you is called Third Party Liability claim. Such type of claims are governed by Motor Vehicles Act. Due to this Act, the insurance company cannot deny any sort of claim due to any reason (including delay in intimation) as the judgement is given by the court on the case. Hence you need not worry. Otherwise, in other cases, there is a time limit of 7 to 14 days to intimate the claim to the insurance company depending on the policy.
