basically i go door to door asking people if they'd like a free estimate. one home owner said i needed a permit to solicit. is this true?

The business needs a permit to sell. The permit normally is procured in the municipality where the business is headquartered.

If you are an employee of the business you are covered under the permit the business holds.

If you are not an employee of the business you need a permit for yourself.
