No one bit of truth to that, not even close. The amount of medical bills does not factor in one bit when it comes to pain and suffering. Anyone that tells you that does not know what they are talking about.

You received incorrect information. Insurance companies do not formula price. Settlement values are based on the nature and extent of your injury, disability, treatment, permanency and include special damages(meds and wages). Think about this: you fracture your arm and have to go to the ER for casting. You undergo some PT once the cast is off. The injury is relatively severe, and you incur only $ 2k in meds. Based on what you have been told, the settlement value would be $ 8k. That may be on the light side. However, instead you sustain a soft tissue injury and you inflated your medical expenses by overtreating for an extended period of time. When all is said and done, you incur $ 15k in medicals. Do you really think $ 60k would be appropriate compensation? Wouldn't you think that a fractured arm should have greater value?
