I live in GA. Things had been great with our contact. Then about 2 months ago I sent him a fax having to do with my case. He has not responded to any of my repeated request for contact. When the girl that answers the phones goes in to tell him I am on the line he always tells her that he will call me back. What steps should I take?

We signed a contract when he took my case. I am worried that I can't hire a new laywer because of it.

I think you should fire your lawyer and switch to another one. He's incompetent or purposely avoiding you. Either situation indicates that he is not working on your case in a manner consistent with your best interests.

Find a new lawyer. Your preliminary contact was a feeler in which apparently nothing but pleasantries were exchanged. In a day where unethical behaviour is rife, particularly in a situation you have to deal with a lawyer it seems you'd be inviting disaster with someone like this. I don't care how well placed they are. If the lawyer who's salary you intend to pay is giving you short shrift, who's to say how far this decidedly unprofessional behaviour will go. They're lawyers. Not saints. It's like a dog track bet and he's the dog. Dogs eat their own vomit, you'll recall. Hope this helps.

Report him to the state bar association on an ethics complaint stating that he has been neglecting your case and failing to communicate with you. That will get his attention real fast. He may not like you afterwards but you will have his attention.

Make sure you have everythign documented, then go see him and tell him if he wants to continue representing you to stop ignoring you. If you don't like the service, report him to the Georgia Bar. But talk with him first...it maybe just a misunderstanding...and you may be able to resolve it with a lot of nonsense. Just be prepared to not let him off the hook...

Show up at his office, and let the receptionist know you'd be happy to wait in his office a few minutes while he finishes up his meeting/phonecall. :-)
I don't think 2 months is reasonable. You could at that point send a polite but firm letter to him. Let him know you need an answer on X. You have called 12 times over the past 60 days, and if he isn't interested in representing you, you need to be notified immediately. Give him a fixed amount of time: "Please contact me within 10 days of this letter to answer these questions about my case or to inform me that you'll be unable to take this case."
My guess is that he doesn't want your business. Maybe he sees no merit in the case and hasn't been clear enough to you the case is unwinnable. Maybe he notices you don't have much money, and he realises he won't get rich from you as a client. Maybe the questions aren't in his field of expertise and it would take days of research to find out what you're asking. Who knows?
If he has a retainer (your money given in advance in preparation for him doing work for you), I WOULD insist he do something. In the letter state you would like the full retainer returned if he's not taking the case. If you stil get no answer and no money back, contact the State Bar Assoc. He can't keep your money but do zero work for you for months.
