Also the solicitor is charging me for the letter that was sent to me informing me of this. How can he legally enforce this extortionate cost and could i charge him for a letter i send back.

Point out that if the fee note is not withdrawn, that you will lodge a complaint with the law society. For good order confirm that you dispute the amount claimed. Your solicitor should help you with the complaint procedure, by providing info on it. If not, contact the law society directly.
