Yes you can. Most (not all) cases get dismissed due to the efforts of the defense attorney having filed a motion for dismissal, so yeah congratulate her.

Yea, what's wrong with that? Especially if it was because you friend filed an excellent motion to dismiss that was granted. If the DA just dismissed it because they had bigger fish to fry, then I still assume your friend was pretty pleased for her client. Either way, it's nice to say you're proud of your friends and to praise their hard work.
