well, you have to go to law school and pass, so yeah, I guess it is hard...

It is VERY, VERY, VERY difficult. Even though these jobs may not pay very much by themselves, by the time you figure in all the benefits that you also get (and MOST government jobs have very good benefits as perks - MOST, not all), then you can get a possible very good income. Because of all of the perks, they can be considered to be the cream of the crop.
HOWEVER:
Jobs in the field of Law are drying up FAST!! This is NOT a good field to invest time and/or money in!! Many reasons. Main reason?....We simply have WAY TOO MANY Lawyers - we have a GLUT of Attorneys!
Now, the law schools know this >they know the market/economy is SATURATED. However they continue to churn out graduates. A law student to a law school is easy money. A law school has to make very little investment in a law student (compared to other areas of study). The root of the problem is that we simply have way too many law schools for our market/economy.
So what does this mean? Even IF you finish law school, you probably won't be able to find a job when you get done.
If you want a JOB when you are done with your studies, consider and look into the field of HEALTHCARE!
