i scratch my neighbors using my friends car 2 days later they file a claim but its a very small scratch like almost 2 months later they got in a major accident after a week there insurance company sent me a letter telling that a substitute vehicle maybe needed do i still need to pay for the damage of that vehicle even the bumper that i scratch is totally damage ?????

no way. tell then to take you to court first. If this is what your saying the area you only minorly scratch was further dameaged in the exact area right? and aas long as your damage was not repair befor it was futher damaged.
You don't get it fixed twice so....

you shouldn't have to pay for a sub vehicale since the scatch was so long ago and there was another accident after. You may still have to pay for the bumber to be painted but I wouldn't.
