Legally, he can't, other than state-regulated fees. A year and a half? You need to file a complaint with the New Jersey Bar asap. . .

No person can answer your question unless they are completely familiar with the will, or trust and estate, and all the other legal ramifications.

The attorney may be entitled to certain fees, possible payment of debts outstanding pursuant instructions by the executor. Otherwise, the attorney is not permitted to distribute any funds or to use them for his/her personal use.

If you believe the attorney is in violation of the law regarding this matter, file a formal (written)complaint with the local bar association.
