In need of serious help! This afternoon I went to my car to pick up my bro. Then some guy pulled up next to me to tell me that a truck in front of me was paraell parking, also her truck is higher than my lowered nissan 240sx s13 and her bumpers sratched my hood bout 4 to 5 inches. With no note left on my hood I left them a note saying if they do not contact me I will report as hit and run? Is that right? Well anyways I spoke with the bf of the car and he said if I call cops or insurance that I won't win the claim cause I had moved my car away from the scene is that true? If I report this to my insurance will it raise up my insurance? Thanks alot guys btw I do have a witness

Report this to the cops first and then to your insurance company. The cops will determine whether to call it hit and run or something else. That is not yours to determine. Then call your insurance company. If the other guys insurance pays for the damage, it has no effect on your insurance. If your insurance pays, it may or may not be surcharged and even if it is, it will be minor.

If your car is only scratched, it may not be worth the trouble. You don't have to report it to the police. If the other party won't pay, you can consider suing them in small claims court. If you sue, subpoena the other vehicle as evidence. You can then line them up in a parking lot for the judge to see.
Get a repair estimate. The repair cost may be less than your collision deductible. If so, you own insurance cannot do anything for you.

Ok, so a witness states he saw that this truck hit your car while parallel parking causing a scratch on your hood. You then state you put a note on his truck to contact you? He has all your personal info, but all you have is a witness. Did you note the license plate, model/make etc of the truck? Since no police were called to the scene, then this person could have left and you may never hear from them again.
You can file a police report, but since it appears you have left the scene, the police will not be able to ID the driver/owner of the truck and also verify the damages to both, since all they will have is your damages and witness.
Now you can file this claim with your insurance, but if you cannot ID the driver/owner of the truck, you will be SOL. Since your insurance company will want to go after the driver/owner but if they don't know who they are, how can they? So if you have collision coverage, then your insurance company will pay after you pay your deductible. Granted, your insurance company might believe this to be a hit/run, but if no collision or uninsured motorist property damage they cant do anything. If even if you have uninsured motorist property damage on your policy, to collect in most states by LAW, have to ID the at fault driver.
Your only hope is that this guy does report this claim to his insurance company, but don't hold your breath on that one, since if he knows that you do not know who he is, then he may get away scratch free.
