Walmart and Target's policy clearly states on their signs that they don't allow soliciting of any kind anymore, yet those hustlers/panhandlers are still allowed to stake out in front of those stores and annoy people...

Because most of the people selling stuff outside there shops are girlscouts and kids collecting money to save injured animals down near the homeless shelter and they dont have the heart to kick them out. Thats what I think.

So, talk to Target/Walmart security or supervision and complain about the solicitation. Some groups seem to be allowed by local management to beg in front of the store. If they are not approved, the store security should chase them out. Some towns have license requirements for solicitation, so you can call the cops on them. Just keep complaining & get your friends & relatives to do it too.
