No, I have never heard of this. This "credit card" company is most likely a scam to get people who don't know what they're doing to go on it and lose all of their money.

Credit repair/debt settlement companies are pretty much all scam. If this one is promising to get you out of credit card debt based on some theory that the debt is not enforceable, it is very likely a scam that will just take your money. It is perfectly legal for credit card companies to charge off and sell debt to collection agencies.
