I am finally receiving a lump sum settlement of $ 12,000 for a personal injury settlement from a car accident I was involved in June 2008, I was not at fault, was hit skip. Do I have to report this as income to the unemployment compensation bureau? I lost my job Nov, 09. I am unemployed at this time, and eligibility of unemployment is still pending on the outcome of an appeal hearing.

No. You only report EARNED income. This is not earned income.
