Too late to challenge compensation award?

A friend suffered injuries at the age of 7 which left her facially scarred for life and was awarded £25000 criminal injuries compensation by the government to be paid when she reaches 25. Now at the age of 21, she believes that £25000 is a ridiculously small amount of compensation for injuries that resulted in several hundred stitches and dozens of operations after which she has been left permanently severely facially scarred and with a hole in her skull. Is it too late for her to dispute the amount of compensation she is due to collect in 4 years time?

It might be, but if she does nothing, nothing will happen. She should at least explore the possibility of a bit more money to get things taken care of
