My step-father went jogging on Sunday around a lake where a group of youth (possibly travellers, since their caravan park is only yards away) racing motocycles. One 9-year old repeatedly tried to bump into him as he jogged by when he managed to grab hold of the bike and turn it away from himself in order to stop the youngster from running him over. The next moment he received a blow on the head from the eldest member of the group followed by more from the rest of them until he sank to the ground. He managed to get up and run home. We reported the incident to the police straight away, they said there were on the way, but never came. He went to the hospital the next day. Diagnosis: skull fractured in four places and a broken nose.Two days later he went to the police himself. They said they were closing the case since he did not know the people who assaulted him and there were no witnesses. Can we still claim compensation from CICA? How do we convince police to pursue the case further?

I don't know the legal ramifications of the case, but is it possible your stepfather was a little unwise to keep on jogging by repeatedly under the circumstances? I am not saying he was in the wrong but there are times when discretion is the better part of valour.
