well i have a prepaid lawyer..i pay twenty six dollors a month to retain, but as far as making payment, i doupt a lawyer..a smart one anyways..would ever do that.

There is no government program such as you describe.

There is a way to 'prepay' for legal help (a kind of 'legal insurance'). Check this website:

Of course, depending on the issue your actual insurance may cover the cost of counsel.

It all depends on your case. I do not know of any government system. But for instance if you are suing someone, then some lawyers will agree to say 25% of your settlement as their fee. If you need representation, say you ran over someone, then you need to retain representation to get a fair trial and you have no choice if falsely accused, so you must pay something up front and work out an agreement with the lawyers office to pay off the difference. I am sure there are suggestions of access to quick loans through the lawyers office. Some university Law classes take up cases to represent people as practice in preparation for the real world. So if you live in a university town, call up a few Law faculties and see if their graduate classes have such a program. There is not a fee, I do not think.
