On my way to work Someone cut me off causing me to swerve an hit the guardrail. I did not want to go through the hassle of talking to a police officer so I left. No one was injured. I dented the rail but more damage was caused to my own car.

Can I claim this to my insurance company?

Yes, you don't need a police report. And, unless you have a witness or the other car is admitting fault, you are going to be at fault which means you will have a deductible and will probably have a surcharge on your policy.

Well the other car didnt hit you so you cant blame it. You just ran off the road and hit a rail, damaging it.
Also you left the scene without reporting it. Shady. Most likely if you report it you will get in trouble for negligence and you will have to pay for repairs to the rail.

You might need a police report only because public property was damaged (guard rail). Also because it was an actual accident and not some minor mistake by the driver like backing into something.

Easiest way to find out is to just call them up and ask. It will vary between different companies. You'll be able to claim it no matter what, it's just if you need a police report. You can always get a police report later on so it didn't have to be done right then, but it's the best idea to get a police report done right as it happened no matter what happened.

Insurance companies routinely deny these claims. About 10 years ago there was a class action against at least one insurance company attempting to force them to process these claims. You might try Googling "phantom vehicle class action" to see if that ever got resolved.
