Anything that asks for you to give them info like that is an identity theft phishing scam. The CIA wouldn't contact you in email anyway, they would go to your house and talk with you.
And more importantly, if you have money coming to you then they -already- have all of your information, so you wouldn't need to give them any person info.
Its a scam.

The CIA would not send you an email.

Real emails address you by name, do not have weird English ("I, the executive director...") grammar or spelling errors ("I...is writing to you/ imposter's"), do not ask for your personal information.

If it pushed your suspicion button, pay attention to that.

This is a total scam. Take the email to your bank and they will forward it to the proper authorities.

First of I think the CIA or any other Government group may have noticed they had the caps lock on. It's called a scam. Nowt for nowt is what you get trash it and forget it.

Answer by brian2007
It's spam from what I can tell you. Don't give out your personal information to the scammers behind it. Just turn around and get rid of it right away. That goes for the similar message you indicated in your question.

and why would the Royal bank of Scotland use a @live.com address. Thier proper email addresses are **** @rbs.co.uk
