Technically not illegal; police will tell you to go to civil court. Also you need to some kind of evidence.

And it's only harassment if he calls you; putting you in a telemarketing service doesn't meet the legal definition of harassment. Still you can sue him if you can prove his cations caused you some damage or loss (here again you need evidence; claiming "you know" he did it is not enough).

Bite the bullet and answer the calls. When you talk to them, tell them to remove your number from their lists as your ex illegally gave it out.
