I understand solicitor's permits. But if a person, a minor, had an adverse reaction to Salvia could I be held liable?

As I am not a lawyer I cannot give you a definite answer on the topic, but to the best of my understanding you can retail it assuming you DO NOT market it for human consumption. In regards to minors the safest bet is to control the age limit of your customers and sell only to adults to be safe.

Yes you definately could. Even though you did not break a law. In the case of a minor there is a stong possibility that the courts would skirt the law and target you. Never sell it to a minor.
