I will do ANYTHING possible to get myself in trouble, then say "Hey i knew you were tapping into my damn phone line, thats illegal without good reason, and you had no reason so i did this purposely."

I lead an honest life, but i don't like my life being watched by any government agency, such as they do in Russia where everyone is wiretapped and being watched. We don't live in a communist country that we should be treated as if we're all suspects. I didn't join any service related to the government so that I could give up my rights to privacy. I don't want my conversations, no matter how trivial they are, usually family related, heard. It's none of the governments business. I would tell everyone that I am being followed or wiretapped to let 'them' know I'm on to them and that I won't keep it a secret. Hire a lawyer, it might help. But the best way to get them off your back is to hire the ACLU.
