I admit to having a wry smile when I read how the proposed rate-cut for solar installation gamblers will not give the returns that were promised (Letters, May 16).

New curb on Bivens remedy?
The Court, giving itself another chance to curb lawsuits claiming direct violations of the Constitution, takes on a case involving a damages lawsuit against private individuals working for a private contractor as guards at a federal prison. The Court also refuses another case on "state secrets."
