Okay, so you know how solicitors, estate agents/everyone charges admiration fees for their time, well can individual people do that?
Basically I have been involved in a dispute with a property management and surveying company who want to enter my property (its rented) I do not want them entering my space and I am legally entitled to refuse entry until a convenient time as long as the reason for entry is not required for safety/up keep purposes, which its not. I don't see why I should have to take a day off work for this and to lose out so can I charge them for my time? - They also want me to complete a form about the property - the way it's used by me & the inventory etc which the Landlord can do, but they are asking me, I will do this but I want to be paid for it! - they would charge me for this so I should charge them!?

You can always submit a bill for, or negotiate compensation for your time beforehand.
I suspect they will not pay you, or will only offer a token amount.
You have to decide whether it's worth getting an ulcer over the matter :-)
