anyone can claim anything. the issue will be to prove this. there are doctors, insurance investigators, fraud laws , skeptical juries , all kinds of obstacles or protections (depending on perspective)

Only if he actually has whiplash. You can claim anything you'd like to, the problem comes in proving it.

yes, contact a lawyer and go to a dr. so you actually have proof of the matter.

Why would you want to do that? You can claim whiplash whenever.

Get the doctor to check them over. Or get to casualty.

The more medical reports that exist, the more of a pay out.
