I'm getting pissed at how phone solicitors can hang up on me when I start harassing them for calling me in the first place. I really want to go one step further and call them back over and over whenever I feel like it. Please tell your congressman/woman that we need to make blocked calls illegal so I can harass the people that they pay to call me and tell me who I should vote for.

There's a legitimate use for this that should not be stopped.
Abused women contacting their former husbands use the blocked number option so that the husband can't trace the number and find out where they're hiding.
Just put up with the tele-marketer - these women are in fear for their lives.

I agree with you that a business (not household) line should not be able to block their caller ID info. In fact, here in Indiana, where there is "do not call" legislation, the sleazoid telemarketing scams are using blocking technology to avoid prosecution, because you have to know the number they're calling from to report them. And that's a crock.
However, calling them back to harass them would be stooping to their level. And being rude to campaign volunteers is just mean. If you say something like, "Please remove this number from your call list," and hang up, you will achieve the same result.
