No they are giving you the "right to sue." It will be up to you to find a lawyer but not to worry since that data is available to lawyers you will receive several letters and/or phone calls from lawyers.

The EEOC will typically advise whether based on the information you provide they are going to investigate your claim. Once they decide to investigate and upon completion of the investigation if they can't reach a settlement with your employer, and/or if mediation doesn't solve the problem they will advise you of your "write to sue" meaning at that time you can file a suit against your employer and the EEOC will close your claim.
