so I am going to drop out of university, and go to tech in september. am i still classified as a student between now and september? because I have to sort out a solicitor, if i am a student I wont have to pay solicitor fees but if I am not a student I will.

If you sort out a solicitor before you drop out, you will probably be considered a student until you return in September. If you can provide you classes you are taking currently along with proof from your University, usually there will be no follow-up until next semester, when you have to show you are continuing your education. No promises, since I can only use the requirements that our insurance company required to keep our college child insured under our health and car plan.
Once you drop out, since there is no way for anybody, including yourself, to prove that you will go back to school, you probably will not be considered a student any more. Your only chance is to get all your issues taken care of while you are still a student. Best of luck!
