i do have his full name but not his NI number, i have some info about him but everything, i need to contact him for medical resons but im just hitting a dead end with everything im trying.

Do you have his full name, NI Number,is his name on the birth certificate etc.
192.com his name in the area where he used to live,go through family names and see if you can pull anything on them
If he or his family has paid council tax u can go to the library and look up electrol roll details
other web site like white pages ect do cost money
