In one of her final acts before she was placed on paid administrative leave, Illinois Workers' Compensation arbitrator Jennifer Teague denied former Illinois State Trooper Matt Mitchell's claim for benefits for the injuries he suffered in a high-speed crash that killed two Collinsville sisters.
