I am in the process of buying a flat but the other side have a loan and cannot sell before they pay of this loan. If they are unable to sell their flat I am left with no flat and thousands of pounds worth in solicitors fees. Surely they should not be able to advertise their flat and not be able to sell it. Can I claim compensation from either the estate agent or the people selling the flat?

Unfortunately this type of situation happens all the time in real estate transactions. Unfortunately you can't not pay the solicitor fees simply because the deal fell through. It's not the lawyer's fault it fell through, just like it isn't yours. These things happen.
What does your contract of purchase and sale state? Also, I don't understand the problem. The same time you are in escrow/closing, they use money you pay for their flat to pay off the remaining loan and then the title is then transferred. It sounds like you've been misinformed about the situation.
